Excerpt from unpublished memories of Clifford Harding Browne, Melbourne July 1965. Account of a meeting which the Prime Minister of the time, Hon. S. M. Bruce, had in Adelaide with the representatives of the Chambers of Commerce of all States, about middle of 1927, to take them into his confidence about the plan he was formulating for improving relations between the Commonwealth and the States. The upshot was the Financial Agreement of Dec. 12, 1927. "It is... a strictly personal narrative" [folio 3; 5].
